Frustration is mounting among those who live in Maine as details come out about Robert Card and what law enforcement knew about him before he shot and killed 18 people in Lewiston.Search warrants and other documents related to the Lewiston mass shooting investigation have been released, and they provide unsettling insight into what was happening with Card in the months and weeks before the shooting and the hours and days afterward.Card's sister called police and identified him as the shooter at Just-In-Time Recreation less than 40 minutes after authorities released a surveillance photo of the suspected gunman at the bowling alley.According to an arrest warrant, Card's brother said that Card had gone through a bad breakup in February, saying: "Robert had been in a relationship ... past few months ... before (the other person) ended the relationship. ... Robert met (the person) at a cornhole competition at Schemengees." Schemengees Bar and Grille Restaurant is the second location where Card opened fire.Documents shared by the Sagadahoc County Sheriff’s Office show Card was on their radar for months.The documents show Card's ex-wife and son met with a deputy in May and expressed concern Card was paranoid, hearing voices and recently picked up 10 to 15 guns.In September, Card's fellow Army reservists contacted the sheriff's office and said they were "concerned that Card is going to snap and commit a mass shooting."The sheriff's office also knew Card had spent time in a psychiatric hospital, but never confiscated his guns.Sagadahoc County Sheriff Joel Merry is defending the decision not to use the state's yellow flag law, which removes a person's guns if they are considered a danger to themselves or others."We looked at what was done as it aligns to our policy," Merry said. "People wonder: 'Well, why didn't you force that contact? Why didn't you look at him?' There are certain rights."As an internal investigation is being conducted within the sheriff's office, some family members of the shooting victims say red flags should have been caught a number of times."I blame the doctors, first of all, on this particular one. When a doctor gets someone in there like that, they need to stand up and say: 'Hey, look, we've got to red-flag this guy,'" said Brian Macneir, the brother of 64-year-old shooting victim Keith Macneir.The weapon removed from Card's vehicle the night of the shooting, a .308-caliber Ruger SFAR rifle, is a model that could have accommodated the kind of silencer he tried to purchase in August.The attempt to purchase the silencer failed when Card tried to pick it up and self-reported that he had been committed to a mental health institution.Lewiston City Council President Rick LaChapelle, who owns the gun store Card tried to make the purchase from, refused to sell the silencer to Card.
