Presenters and Panelists include WHO Secretariat and EOC experts from Ethiopia, Kazakhstan, Lao PDR, Saudi Arabia and Mariposa County, California USA.This first Emergency Operations Centre Network (EOC-NET) global webinar on PHEOCs in COVID-19 response will focus on sharing knowledge and experience in developing and implementing a concept of operations and an incident management system. A Concept of Operations describes policies, roles and responsibilities and how the structural or functional elements of the organization will work together for effective coordination of responding agencies from different sectors at multiple levels of the response. The Incident Management System (IMS) provides a management structure and a set of protocols for operations, planning, logistics, finance and administration.
