PEORIA (HOI) - For the last time, Jim Ardis sat at the head of the horseshoe at City Hall in Peoria. He served as either a council member or Mayor since 1999.
Ardis isn't the only departure coming. Fourth District Councilman Jim Montelongo will vacate his seat after running for Mayor and losing by 43 votes to Mayor Elect and fellow councilmember Rita Ali. Andre Allen will take Montelongo's seat.
First District Councilwoman Denise Moore will also be replaced after losing the race on April 6th to longtime south-sider Denise Jackson.
The changing of the guard didn't stop the council from carrying on with business, however. A first reading for a city-run 'Land Bank' got the council talking.
The concept of a 'Land Bank' would pump an initial $300,000 from the state into the program. The goal would be to revitalize and revision properties in the city that have been abandon or are in disrepair.
"The proof of the pudding is in the tasting," said At-Large Councilman John Kelly. "How is this going to make things better? How is it that this is going to do things that we can't already do today?" he asked.
Kelly was glad there was no vote taken so he can have more time to explore what a 'Land Bank' would do for the city.
Assistant Community Development Director Joe Dulin spoke to the council about the project. He said a 'Land Bank' like the one proposed would be the first city-run land bank in the state. He added that similar programs have been successful in Chicago and surrounding areas, although those are not run by the city.
No action will be taken on the proposal until at least the next session which will include the new Mayor and council members.
