Police reforms won't come all at once - Marshall Independent

The agreement Minnesota legislators reached on the public safety budget bill over the weekend contains some police reforms, but not enough for those pressing for changes in the way police interact with the public.

The agreement contains regulation of no-knock warrants, creating a police misconduct database, and creation of an office dealing with the issue of missing and murdered indigenous women, plus a task force on missing and murdered black women.

But proponents of police changes want more. They want to stop police using traffic stops for minor offenses as a pretext for further investigations, and a list of other changes drawn up last summer after the death of George Floyd.

To them, now is the time to pass it the laws. It has to be done now, while the state’s attention is still engaged with the murder of George Floyd, and others who have died at police hands in the past year. But political reality dictates that Republicans in the Legislature, who oppose measures they feel will hamstring police enforcement, have enough clout to block such measures. Political reality suggests that they take what they can get now and keep pushing for more changes in the future.

In the meantime, Gov. Tim Walz announced administrative actions to do some of what the Legislature can’t. He is setting up a $15 million fund for violence prevention programs, using funds from the state’s American Rescue Plan funds. He would increase transparency, increasing the data available to the public from the Peace Officer Standards and Training board, and setting up a dashboard to view the information. He would also set up a policy to allow families of victims killed by officers to see body camera footage within five days.

Everyone has their own ideas of what kind of reforms are needed in police procedures. But change should come slow.
